Slingshot is an easy way of distributing an MT4 chart and also all the .ex4 files for custom indicators or an EA on that chart. The Slingshot Author app creates a single self-extracting executable which installs the chart file into selected copies of MT4, including all the chart's settings, and also installs the .ex4 files.
There is also a premium version of Slingshot with the ability to distribute DLL files; display terms and conditions; create installers on your own computer rather than uploading them to FX Blue. Premium users can also have bespoke versions of Slingshot pages.
No, FX Blue does not vet, approve, or recommend users' packages in any way. Slingshot is a peer-to-peer service.
If you are not the creator of a custom indicator or EA which you are using, then you should check the licence conditions before using Slingshot to distribute the indicator/EA. For example, you are not allowed to use Slingshot for public distribution of packages which contain any of FX Blue's own apps.
FX Blue will delete your package if we receive a substantiated complaint that you have included someone else's custom indicator or EA which is not freely distributable.
In order to create Slingshot packages, you need to install the Slingshot Author app. Once this is installed you can publish your trading chart and all the indicators and EAs on it by running the Slingshot script in the MT4 Navigator.
At the moment, Slingshot is only available for MT4.
You have a "quota" controlling the total size of the packages you can upload. A package containing lots of custom indicators will be larger than a package which only uses built-in MT4 indicators and does not need any .ex4 files.

Yes, Slingshot can create an installer .exe on your local computer rather than uploading your package to this website. However, this is currently a premium feature of the software.

The writer of a message can go back and delete it at any time. This also removes any rating associated with the message.
The author of a package can also delete any messages on their page, but this does not remove any ratings associated with the deleted messages.
In extreme cases, FX Blue can also delete messages in order to clean up spam, profanity etc.
The author of a package can write any number of messages on their own discussion board. Messages from other people are limited, in order to reduce spam. The rules are subject to change, but the current limits are as follows:

No, each account can only submit one rating for a package. A second rating from an account replaces any earlier rating.
The overall rating for a package is weighted by the number of people who have submitted ratings. It is not simply an average of the ratings submitted. A single 5-star rating does not immediately give a package an overall rating of 5 stars.
